September 30th marks the deadline for the Livestock Auction Traceability Initiative (LATI). This agriculture grant is part of Canada’s Agriculture Flexibility Fund, a $500-million fund managed in partnership between federal and provincial governments as well as territories and industry. LATI itself can provide up to $20-million in funds between 2011 and 2014 in order “to enhance traceability capabilities at high-risk, high through-put sites where animals from different herds co-mingle”. Facilities can apply for LATI funding more than once, although total funding cannot exceed $100,000 and applicants must be the owner or have management authority over one of the following types of establishments:

· live animal auction marts;
· animal assembly yards;
· privately managed community pastures;
· feedlots;
· backgrounders;
· fairs and exhibitions; and
· other high-risk, high through-put co-mingling facilities, which may be considered by Agriculture and Agri-Food Canada (AAFC) on a case-by-case basis.

Interested applicants should consult any provincial or territorial funding before applying to LATI since LATI can only complement and not replicate local funding programs . Funding through LATI covers the following four categories:

1.    purchasing equipment;

2.    construction and installation;

3.    testing and training related to the project activities; and

4.    planning and design of infrastructure changes.

The combined funding provided by LATI and other provincial, territorial or municipal funding programs cannot exceed 80% of total project costs. Thus, at least 20% of the costs must be a cash contribution from the applicant or be cost-shared with industry partners.
